Kinetic properties of non-equilibrium systems. FOURTH law of thermodynamics
Bykov V.I., Starostin I.E., Khalutin S.P.
Abstract. In this paper, based on the literature review is to analyze the physical characteristics of the different flow of non-equilibrium processes and mathematical models of the dynamics of these processes. We show that the features of the occurrence of non-equilibrium processes are defined in addition to the thermodynamic forces that drive these processes, and also the kinetic properties of the system. Moreover, the presence of these transport properties, which do not depend on the thermodynamic forces, is postulated as the fourth law of thermodynamics, given the quantitative description of the fourth law of thermodynamics, which is the matrix of susceptibilities, part of the equation potentially streaming method developed earlier by the authors. The fourth law of thermodynamics describes the features of the occurrence of non-equilibrium processes in the direction indicated by the second law of thermodynamics, and the matrix susceptibility plays the same role for the fourth law of thermodynamics, which entered Clausius entropy for the second law of thermodynamics.
Keywords. The kinetic properties of the system, the kinetic matrix, potentially streaming method, the thermodynamic forces, the fourth law of thermodynamics.

THE CYCLICAL DYNAMICS OF DEVELOPMENT OF THE WORLD-SYSTEM
Kurkina E.S., Knyazeva H.N., Kuretova E.D.
Abstract. The global evolution of the world community as an integrated self-organizing and self-developing system is studied in the article; and some main features and laws of its evolution are exposed. The attention is focused on the consideration of cyclic character of evolution, of periods of the global history of mankind, of the growth of complexity and the birth of technological, social and cultural innovation as a result of passing through crises. This is an interdisciplinary research which relies upon the results of mathematical modeling. The models elaborated by Ivan M. Diakonov, Sergey P. Kapitsa, M. Kremer, Sergey P. Kurdyumov as well as the model of macroevolution of World-System developed by L.E. Grinin, A.V. Korotaev and S.Yu. Malkov are analyzed. The evolution of the world commonwealth is considered as a stage of the universal (global) evolutionary process starting from Big Bang and up to emergence of life, appearance of a human being. The development of World-System in a blow-up regime leads to the strongest stratification of society, to the strengthening of instability and unevenness of development of countries and territories, to disintegration of complex geopolitical structures, and to the threat of collapse of civilization. As a positive alternative, the authors discuss opportunities of management of the future and of the choice of a favorable path of development of mankind. These opportunities are based on the understanding of the principles of co-evolution of nature and mankind as well as of complex social and geopolitical structures.

SELF-ORGANIZATION AND SYNERGETRICS
Rudenko A.P.
Abstract. The physical essence of the phenomenon of self-organization on the basis of two approaches connecting this essence with dissipation (I.Prigozhin and his followers) or with internal useful work against balance (the concept of an evolutionary catalysis of the author of article) is considered. It is shown that self-organization (nonequilibrium streamlining) is one of two fundamental elementary processes of the nature differing by their physical principles. At nonequilibrium streamlining degree of a disbalance increases and energy is spent, and at equilibrium streamlining (organization) degree of a disbalance decreases and energy is emitted. Both processes are interconnected and have a different visible share of manifestations in the difficult phenomena. It is shown that there are two types of self-organization: continual for individual (micro =) systems and coherent for collective (macro =) open systems; progressive evolution with natural selection is possible only as self-development of continual self-organization of individual systems. The modern situation with science about self-organization is considered. Are shown limitation of definition of this science as synergetrics across Haken and possible solutions of a question. Undesirable tendencies of development of the modern synergetrics, bringing or to loss of a subject of this science, or to loss of title of this area are specified.

STUDY OF THE EFFECT OF WATER REACTION COSMOPHYSICAL AND GEOPHYSICAL FACTORS SURROUNDING SPACE
Tsetlin V.V., Faynshteyn G.S.

Abstract. In the course of long-term monitoring of the electrical currents flowing in the water electrochemical cells, found that the value of the measuring current is unstable and is experiencing significant daily, monthly and seasonal variations. Continuous measuring redox potential (REDOX) of the water in the cells showed that in the period from sunset to sunrise the Sun rises, and after the rising of the Sun drops down to the moment of reaching the culmination of the Sun. Then again begins its growth. Changes REDOX during the day can reach AC 30мВ. According to the electrochemical representations of changes REDOX clean water caused by a change in the concentration of electron - acceptor molecules of water. Observed variations and currents REDOX may be caused by the activation of water in the absorption of electromagnetic radiation environment. Frequency and amplitude characteristics of variations of the currents in the water reflect the influence of variations of gravitational interaction of the Sun, the moon and other celestial bodies, and of the solar wind with geospher shells of the Earth. The absorbtion of «geophysical» radiation in the aquatic environment of the living systems of the earth's biota may lead to the changes of the regulatory, metabolic and other processes in organisms.

ENTROPY - THE MEANING AND MEASUREMENT
Shterenberg M. J.
Abstract. It is shown that the classical concept of entropy, as phenomenologically and theoretically do not reflect the essence of the second law of thermodynamics. In connection with what is given new, the concept of entropy - S, giving it a definite physical meaning and the possibility of experimental determination of its magnitude. This allowed to get away from the many attempts to define the phenomenon of life, through its entropy characteristics and hypothesize about the physical basis of this phenomenon, which allows to separate the concept of order on the one hand and the organization and self-organization on the other.

THE CHARACTERISTICS OF LIVING DEVELOPING SYSTEMS AND THE PRINCIPLES OF SYNERGETICS
Melekhova O. P.
Abstract. The animal embryogenesis phenomena are examined as the biochemical model of a self-organization mechanism encompassing energetical (free-radical) processes. The general characteristics of developing systems as well as the order parameters of quality variations, manifesting transition to a new phase of developing in the embryo organisms, are discussed based on the data of the own extensive experimental research. The latter revealed the periods of quasi-chaotic states in the embryogenesis; the findings made a ground for creating a test system capable of discovering early effects of environmental weak and ultra-weak impacts and predicting their postponed ecological risks.

AN ANALOGY BETWEEN EFFECTS OF ULTRA-LOW DOSES OF BIOLOGICALLY ACTIVE SUBSTANCES AND LOW-INTENSITY PHYSICAL FACTORS ON BIOLOGICAL OBJECTS AND PROPERTIES OF SPIN SUPERCURRENTS IN SUPERFLUID 3He-B
Boldyreva L. B.
Abstract. The work is concerned with the mechanism of effects of the following physical factors on biological objects: biologically active substances in ultra-low doses (the substance concentration is 10-13М or lower), the low-intensity non-ionizing electromagnetic radiation (the flux density is less than 1 μW/cm2), the low-intensity ionizing radiation (the equivalent dose is less than 0.1 Sv), the ambient cavity structures (bee combs, pyramids, meshy structures, porous materials, and others). The levels of biological organization of target biological objects at which the action of ultra-low doses of biologically active substances and low-intensity physical fields is revealed are quite various: from macromolecules, cells, organs, tissues to plants and animals.
Among the properties characteristic of the above types of effects there are the following: a change in sensitivity of the biological object with respect to a subsequent exposure to a ultra-low dose, dependence of the ‘sign’ of the effect on the initial state of the biological object being treated, a non-monotonic ‘dose-effect’ dependence, disappearance of side effects with a decreased dose of BAS (but with persisting activity of the BAS in ULD).
The paper draws an analogy between the effects of ultra low doses of biologically active substances and low-intensity physical factors on biological objects and the properties of spin supercurrents in superfluid 3He-B.
