Bychkov V.L. , Zaitsev F.S., Magnitskii N.A.
Abstract. Estimate of the unperturbed ether density is obtained on the basis of the mathematical theory of ether and known experimental data. Presentation of the ether density in electromagnetic and mechanical units is considered. The universal way for converting formulae, which use different units for the ether density, is proposed. The presented results open possibility for quantitative study of processes in ether on the atomic characteristic times and scales and on the macro-level ones, create the basis for modeling of fundamentally new technical devices.

CONCLUSION SCHRÖDINGER'S EQUATION FOR MICROSCOPIC AND       MACROSCOPIC SYSTEMS
Batanov M.S.
Abstract: The based provisions of quantum mechanics (such as "matter waves" of de Broil, "principle of uncertainty" of Heisenberg, lack of the sizes and a trajectory of the movement at elementary particles, and also emergence history Schrödinger's equation), are still not rather logical. Interest in sources of quantum mechanics is caused still by that the advanced boundaries of science in the field of studying of the structural organization of a matter - the string theories which are based on quantum mechanics are in difficulties almost irresistible (in my opinion). It forces to return to reconsideration of fundamentals of quantum physics.
In underwritten article the model of chaotically wandering material particle (possessing the size and a trajectory of the movement) on the basis of which it was succeeded to remove the generalized Schrödinger's equation is offered and conditions and borders of its application without attraction of idea about existence of "matter waves" of de Broil and "the principle of uncertainty" of Heisenberg are revealed.
Keywords: Schrödinger's equation, electron, density of distribution of probability of a derivative, coordinate representation.

Bychkov V.L., Zaitsev F.S., Magnitskii N.A.,
Abstract. The basic ether equations, describing ether dynamics on the characteristic times and scales of the order of the atomic ones, are compared with macro-level ether equations, proposed for description of the phenomena on much larger scales. The analysis of the differences between the ether equations and the classical equations of continuum mechanics, including the equations of gas and hydrodynamics, is given. The system, generalizing Maxwell-Lorentz equations, is derived from the ether equations. Presented results provide a new mathematical tool for detailed study of the micro and macro-level phenomena, open up possibility of designing fundamentally new technical devices for the production and storage of energy, information processing and controlling gravity.

Plokhotnikov K.E.
Abstract. At work, we construct a discrete mathematical model of motion of a perfect fluid. Stochastic and deterministic components in the description of fluid motion are separated. The fluid is represented as an ensemble of the same so-called liquid particles, which are in the form of extended geometry: circles and spheres for two-dimensional and three-dimensional cases, respectively. Formulated the mechanism of interaction between the liquid particles on a binary level and on the level of the n-cluster. The results of computational experiment to simulate various kinds of flows in two-dimensional and three-dimensional ensembles of liquid particles.

ABOUT THE SIGNS AND INFORMATION
Sanochkin V.V.
Abstract. The article attempts a critical review of the concept of sign, as well as the relationship between sign and information to overcome the subjectivity of the functional approach. The hypothesis of the development from natural signs to artificial signs is offered. On the basis of the concept "Information-structure" it is shown the immutability of the essence of information in natural and symbolic systems. A message transfers information in the form of relations between signs, but the signs actualize the information that is already contained in the receiving subject and necessary for the perception of the message. On the basis of these submissions is proposed visual model of the formation and propagation of internal mental structures of the subject with the help of sign messages. It is shown that the agreement between the attributive and functional approaches to information is possible.

Mavlyudov B.R.,  Kononova N.K., Zakharov V.G.
Abstract. Data on the fast motions of sea ice off the coasts of Spitsbergen in the summer seasons of 2004, 2011 and circulation mechanisms that caused these phenomena are set out in [7, 8, 9]. Such events were observed in the Antarctic on about. King George Island (South Shetland Islands) in April 2012 [17].
An analysis of the chronology of these events was held on the basis of data on the contingency of atmospheric circulation of the Northern and Southern Hemispheres [3, 6, 11, 13-15] and the calendar of sequential change of the elementary circulation mechanisms (ECM) from 1899 to 2012. It is possible to reveal the dynamics of the ice processes occurring in the Arctic at the same time, identify areas of their most significant manifestations and to assess the extent of sea ice changes arrays.

Shanyavakiy A.A., Nikitin A.D., Soldatenkova M.A.
Abstract. Mechanisms of titanium alloys fatigue cracking have realization on the three scale levels were analyzed based on synergetical approach. It was shown that for two-phase titanium alloys self-organized processes of damages accumulation have localization in  - phase and on the boundary of structural elements characterized material behavior on meso- and macro scale level. Cracks origination subsurface takes place after material transition in ultra-high plasticity state in a local volume in which diffused rest gases that prevented interaction effect between atoms.  Causes of bifurcation transition in material behavior from one to another scale level have been discussed. Bimodal distribution of fatigue durability on the meso scale level has been considered applicably to titanium alloy VT9. Based on bifurcation fatigue diagram fatigue durability increasing way was considered applicably to macroscopic scale level related to low cycle fatigue regime.

Abstract. The new mathematical results are presented, which open a possibility of solving the wide class of microcosm problems at the scales of the atom distances and times. The new approach allows detailed quantitative study of the nuclear reactions dynamics and control this processes with the aim to increase the power of energy release. The analysis of the fundamentals of the mathematical theory of physical vacuum (ether) is given, based on a comparison with the Newton’s second law and classical equations of continuum mechanics. The mathematical problems are formulated, describing the dynamics of the hydrogen mesoatom formation from proton and muon. The problem of controlling this process is considered. A brief description of the algorithm for numerical solution of the problem of the ether dynamics is given and its application is illustrated.

GEOMORPHOLOGICAL AND LITHODYNAMICAL CONDITIONS STABILITY AND GEOSYSTEMS FUNCTIONING OF THE OCEANS COASTAL ZONE
Safyanov G.A.
Abstract. In cooperation with the coastal environment of the oceans person acts as the top consumer and metabolic against the company with the production sphere acts as a powerful source of energy and a variety of substances, including highly toxic. In connection with strengthening in recent decades, the impact of society on the coastal environment, the analysis of the effects of exposure becomes insufficient approach that includes only the physical parameters of the coastal zone of the ocean, there is a need geoecological (systemic) approach to the coast. Established a significant correlation between number of species of macrofauna, as well as their diversity, on the one hand, and the composition of sediments and the slope of the beach on the other. Found a close relation between yield of fish with the amount of fresh water inflow to the lagoons and estuaries. Bioproduction value of bottom topography in relation to the harvest of fish statistically defined for all depths, starting from the middle depths of the oceans that separate relatively closed seas, to estuaries, lagoons and tambaqui. It has been shown experimentally not trivial role geomorphological conditions in bacterial processes. The theoretical basis for anthropogenic changes in the sea coastal zone is currently serving as the idea of dependence balance of sediment within the ratio of the intensity of their income and losses, that is, from a purely physical phenomena that seems inadequate. The only way to avoid significant and inefficient spending is the transition to the revolutionary new concept of human activity on the banks, the principal basis of which should be relevant to the coastal zone of the ocean as to the field of multi-purpose use, and the focus should be geosystem of the coastal zone of the ocean, organized in the interests of maximizing the use of energy derived from many sources. It is the interests of the natural system, rather than narrowly conceived "human interests" should be put in the basis of the new concept of human interaction with the coastal environment of the ocean.

Malinetskii G.G., Faller D.S.
Abstract. A dynamic system resulting from applying the Galerkin’s method to the second boundary value problem for the Kuramoto — Tsuzuki equation (time-dependent generalized Ginzburg — Landau equation) is considered. A general reduction scheme to the initial value problem for a system of ordinary differential equations is proposed; a detailed study of the latter in the case of three terms in the approximate solution is presented. Scenarios of a chaotic attractor’s birth due to the changing of system’s parameters in a 6-dimensional phase space are described. Some unusual scenarios for the emergence of chaos and complexification of strange attractors are observed.

CALCULATION OF THE RESISTING FORCE OF CYLINDRICAL BODY IN THE CASE OF LAMINAR FLOW VISCOUS FLOW, AND ITS APPLICATION TO THE ARBITRARILY BENDING LONG FLEXIBLE OBJECT
Gladkov S.O., Bogdanova S.B.
Abstract.  The new solution of the Navier – Stokes equation is founded for the laminar flow around cylindrical body of viscous fluid. It is shown that the resisting force with the laminar flow is determined by the narrow range of distances, calculated off its surface in the case, when, where   molecule concentration,    kinematic viscosity, the speed of flow at infinity.  It is noted, that in this range it is possible to neglect by substantional derivative and the dependence of the resisting force of per length of the cylindrical body as a function of its radius  are calculated. It is explained, that the formula of Lamb - Oseen its can “work” only out of the region of the laminar flow if, when the role of the substantional derivative is essential. The application of the obtained formula for the conclusion of the nonlinear equations of motion of any long flexible cylindrical object (string, rope, tape, etc.) at account of the both gravitational force and resisting force are demonstrated.
